@HowarthCharles The footprint of the shop and upstairs flat is very small as far as I can tell, though with such large garden maybe planning app for an extension might be approved, though its listed status might make that challenging.
Sun 20 Apr 2025 · 11:44Reply
@HowarthCharles It’s Class E but from that I could find, an art studio, even if not public would still fall under that classification. However, because it’s a Grade II listed building, and also in a Conservation Area, it needs listed building consent and planning permission for any change.
Sun 20 Apr 2025 · 11:28Reply
@HowarthCharles As far I know, yes. The small shop and flat above and presumably the huge garden at the back.

These photos of 175 Stoke Newington Church Street were included in the auction listing last September. The guide price was £475,000, and someone who checked informed me it sold for £580,000. It needs a bit of work! x.com/StokeyUpdates/… https://t.co/VuysUrJrSm
Sat 19 Apr 2025 · 23:15Reply
If the artist will sell from the studio the use remains within Class E, as it was a shop previously, but because the building is Grade II listed, planning permission and listed building consent are still likely required as planned work could affect the building’s character.
Sat 19 Apr 2025 · 23:01Reply
However, in addition to no. 175 being Grade II listed, which would normally require planning consent for change of use, the fact Church St is within a Conservation Area adds another dimension when considering whether to allow change of use, from what I could gather.
Sat 19 Apr 2025 · 23:01Reply
If a studio is primarily for the artist’s own work (not open to the public as a gallery or shop), it may be considered a “light industrial” use (formerly B1c, now part of Class E), which is generally allowed under Class E.

Interesting: A private art studio can open in a shop under Class E without planning permission. However, if the building is Grade II listed (as no. 175 is), planning permission and listed building consent are usually required for any change of use even if no alterations are made. x.com/StokeyUpdates/…

According to an AI-based search engine the likelihood of a properly erected 3-storey scaffolding collapsing considering the wind conditions in Stoke Newington yesterday (6–17 mph) is extremely low, provided it is built and maintained according to safety standards and regulations.
Thu 17 Apr 2025 · 09:31Original
Scaffolding must be inspected before its initial use, every 7 days while in use, and after any alterations or damage, including after extreme weather conditions. These inspections are a legal requirement since 2005 to ensure the scaffold is safe. gov.uk/scaffolding-ru… x.com/StokeyUpdates/…

@sharlewis58 @gilbertsmyth @sfajanathomas @liamzud “Stoke Newington Library will close from Sunday 31 March for up to two years” … 11 months to go based on this statement by the council published last year when the refurbishment was announced.
Thu 17 Apr 2025 · 09:23Reply
@sharlewis58 @gilbertsmyth @sfajanathomas @liamzud That said, apparently the council’s insurance would generally only come into play if the incident was due to its own negligence (for example, poor oversight or failure to maintain the building) rather than the scaffolding work itself.
Thu 17 Apr 2025 · 09:21Reply
@sharlewis58 @gilbertsmyth @sfajanathomas @liamzud From what I could find, scaffolding contractors are required to have public liability insurance, which specifically covers injury or property damage caused by their scaffolding work, including incidents like collapse or falling debris.
